The implementation methodology bears reference to achieving both long-term (e.g. market-oriented science and technology transfer, networking) and short-term (e.g. pilot projects, staff capacity building) impacts. Moreover, the implementation method of CELA aims at the close involvement and participation of the local stakeholders and target groups (enterprises, ministries, NGO etc.).
In order to achieve the project objectives most efficiently, the tasks are the divided into 6 work packages (‘Project management’, ‘Assessment of Needs, ‘Research and Technology Transfer Centres, ‘Capacity Building’, ‘Evaluation and Recommendations’, ‘Networking and Dissemination’ (see figure).
